Before the election writ halted the legislative process this summer, the House of Commons had passed Bill C-10 and the Senate had referred the bill to one of its committees for review following second reading. It is not clear at this point whether the new Minister of Canadian Heritage, to be announced October 26, will allow the Senate to pick up where it left off, as precedents permit so long as the House is not presented with changes to the bill, or will propose that the House change Bill C-10.
In light of these realities it is important to reflect on the bill's current iteration and the many unanswered questions about the impact of Bill C-10 as now written. Even apart from the thorny issue of how or even whether Internet broadcasting should or could be regulated by the CRTC, there are many questions regarding the degree to which Bill C-10 would widen the scope of the CRTC's discretion to act, as well as the bill's approach to ensuring transparency and accountability in broadcast regulation.
This conference will provide policy analysts and lawyers with an opportunity to discuss, debate and ask questions about the proposed changes to the 1991 Broadcasting Act.
